Most likely a girls' skirt, this would fit a very small woman. The ankle length cotton batiste skirt has two tiers, each featuring horizontal tucks at the edge. The top tier is pleated into the waistband. Both tiers are fixed to an under skirt. Closes at the back with a mother of pearl button and I have added an elastic loop. I can alter the closure to suit your size and preference.

Waist 57-61 cm (22.5-24")

Length 91 cm (36")
If you want the waist to close with a proper buttonhole, it will fit 57 cm (22.5"). If you are happy to have the elastic loop it can fit up to 61 cm (24"). I can add a press stud to the under skirt so that it closes over more beneath the button and you don't have a gap.
Good. There is a smattering of tiny holes in the top tier at the back, but these are not noticeable with the under skirt beneath. There is a faint mark near the hem at the front and a faint mark and hole beneath this in the hem of the under skirt, not visible when worn.
