Short white cotton shift, simple and sweet for the summer.
This was either a nightgown or a petticoat. Loose-fitting dress - the fullness is pleated into the wide, high neckline front and back. Neckline is finished with a band and broderie anglaise or eyelet trim. The same trim is used at the armholes. Above-knee length. Fabric is a heavy cotton. It's a homemade garment. 1920s-1930s.
Measurements
Small - probably a teen girl's size but will fit a small woman. Please check the armhole size as this is where it's smallest. I suggest you measure a non-stretch sleeveless garment that you know fits you. If you can sew it would not be difficult to make the armholes larger.

Good. It's a homemade garment and was originally an under garment, and application of the neckband is a bit rough. One small rust spot, as shown.
